A Study on Several Issues Related to Construction Labor Unit Prices for State-funded Projects Applied in Hanoi City

3. Project Summary

Construction labor unit prices are a key input for determining labor costs in construction cost estimates, which form the basis for planning and managing investment costs of projects using state capital. However, in recent years, the determination of labor unit prices in localities, including Hanoi, has faced several shortcomings that require further research and improvement. Therefore, the study titled:
“Research on Some Issues Regarding Construction Labor Unit Prices for Projects Using State Capital, Applied in Hanoi”
is necessary.

The project includes three chapters:

Chapter 1: Theoretical Basis for Determining Construction Labor Unit Prices for State-Funded Investment Projects

  • Systematizes the theoretical basis for determining labor unit prices.

  • Introduces key concepts, contents, processes, influencing factors, and methods for determining construction labor unit prices for state-funded projects.

Chapter 2: Current Situation of Construction Labor Unit Prices for State-Funded Projects in Hanoi

  • Analyzes and evaluates legal documents used to determine construction labor unit prices in state-funded projects.

  • Assesses the current methods for determining construction labor unit prices in Hanoi from 2014 to present.

  • Evaluates survey methods and methods for determining labor unit prices according to current regulations, including Circular No. 05/2016/TT-BXD dated March 10, 2016, and Decision 189/QD-UBND on publishing construction labor prices.

  • Identifies the causes of existing shortcomings.

Chapter 3: Proposals for Improving the Determination of Construction Labor Unit Prices to Suit Hanoi’s Practice
Based on theoretical foundations and the current situation in Hanoi, the study proposes both general and specific recommendations:

  • Strengthen coordination in state management of construction labor unit price formulation among government agencies.

  • Review and update relevant legal documents such as the Labor Law, salary regimes, allowances, insurance, wage coefficients, and worker grades to support the determination of construction labor unit prices.

  • Amend technical grade standards to support the construction of salary scales and publish various allowances to serve labor unit price determination.

  • Improve survey methods and the methodology for determining labor unit prices.

  • Standardize terminology in guidance documents issued by state management agencies.
